Exillon Energy enjoys the benefit of a strong management team with a proven track record in the CIS and internationally, and a strong technical team of seasoned professionals.
Mr. Manghi was appointed CEO in 2009 and has served as Director since 2008. He has over 12 years of finance and investment experience in the CIS and other emerging markets. Previously he was Chairman of London-listed Kazakhstan Kagazy plc, and prior to that served as Chief Financial Officer of a London-based insurance management group active in Central Asia, the Caucasus and Eastern Europe. He has also held senior positions at the EBRD Eagle Kazakhstan Fund, Price Waterhouse and Barents Group. Mr. Manghi is a qualified Chartered Accountant and a member of the Institute of Chartered Accountants in England and Wales.
Mr. Ovcharov has 25 years of technical and production experience in the oil and gas industry, and has extensive experience in the regions where Exillon Energy operates. Prior to joining Exillon Energy he was with Nobel Oil where he was the Executive Director of projects in Mayanamar and also Director of Mineral Resources. In Khanti Mansiysk, Western Siberia, Mr. Ovcharov held the position of General Director at Canbaikal Resources and was responsible for increasing production, achieved a high drilling success rate and increasing productivity in a challenging reservoir. Between 2002 and 2003 he was Director of the Federal Fund of Geological Information (Geoinfoteka) at the Ministry of Natural Resources in Russia, where he was responsible for creating licensing procedures, and organizing the geological data for all oil and gas assets in the Russian Federation into a single database. He began his career in 1987, with the position of first category geologist at the production and geological association Ukhtaneftegasgeologia, Timan Pechora and was responsible for discovering the ETP II field, which is the largest structure currently owned by Exillon TP. Over the next 10 years, he continued to focus primarily on the exploration and development of oil deposits in the Timan Pechora region, and is very familiar with the structural aspects of the Group’s TP fields, and the potential of adjacent licenses. Mr. Ovcharov holds a degree in Geology and Oil & Gas Prospecting from Gubkin Oil and Gas University.
Mr. Detmer was most recently CEO of Sibir Energy plc, an integrated oil and gas company with 80,000 bopd of crude production in western Siberia, 100,000 bopd of refining capacity in Moscow and over 130 petrol service stations in the greater Moscow region. As CEO of Sibir, he led the company out of crisis and concluded its successful sale to Gazprom in 2009. Mr. Detmer also worked with Mobil Oil Corporation in Russia, Latin America and the United States and has over 16 years of experience in emerging markets. Mr. Detmer holds an MBA from the Darden School of Business Administration at the University of Virginia, a BA from Vanderbilt University and attended Leningrad State University in the USSR. He is fluent in Russian and speaks Spanish and French.
Mr Bracco is the President, founder and major shareholder of Expertise srl. Expertise is an oil and gas engineering company that provides services to major onshore and offshore projects in Kazakhstan, the Middle East, Africa and Russia for clients such as Agip KCO, Karachaganak Petroleum Operating and ENI. Mr Bracco founded Expertise srl. 25 years ago. Mr Bracco graduated in Chemical Engineering at the University of Genoa.
Ms Belvèze is the Managing Partner of the Russian office of accounting firm Mazars, a firm which she joined in 2005 as its head of outsourcing. She has also acted as ‘‘Conseiller du commerce exterieur’’ to the French government since July 2009. Prior to this Ms. Belvèze has held the following positions: General Manager of Sansha; Zone Finance Director with Castel Group in Moscow; Regional Financial Controller of the Barents Group in Almaty; and, Professor of Mathematics of Finance and Financial Statements Analysis at the European University of Brussels. Ms. Belvèze has a BBA and a degree in Information Systems from the European University of Brussels, and a degree in Mechanical Engineering from the University of Nantes.
